Laguna Woods is a general law city, operating with a "council-manager" form
of government. The council-manager form of government blends five elected
City Council citizen representatives, who set policies and adopt local
laws, with a City Manager and team of professional staff and consultants
who carry out these policies. Two of Laguna Woods current Council members-Mayor Pro Tem Brenda Ross and Councilman Bert Hack-have served the
City since incorporation, as has its City Manager, Leslie Keane are

is a place where you'll find a lot of people living alone in their
apartments or homes. It's not a place just for families. Though it's
not a singles bar, single people will feel at home in the city, the
city has more single adults than most places of its size. If you
spend a lot of time in Laguna Woods, you'll notice that retired and
elderly people are a common sight. That is because Ninety percent of
the City’s four square miles is contained within the senior citizen
gated community of Leisure World and the average age of its residents
is seventy eight.
